Beginning with the 2023-2024 school year, state Non-English Speaking Program (NESP) funding to support ELs was automatically distributed to districts through monthly tuition support, rather than a grant application process. The NESP Funding Updates memo from 2023 details these changes and per-pupil funding amounts. For the new state fiscal year, districts will continue to receive the same monthly distribution amount as the previous school year until 2024-2025 EL counts are collected later in the October multilingual learner data collection. Once EL counts are finalized, monthly distributions will be reconciled to align to the current year counts. Contact IDOE’s Office of English Learning and Migrant Education with questions.
