Federal policy requires all local educational agencies (LEAs) receiving Title funding to participate in Title I, part C, the Migrant Education Program (MEP). The purpose of this participation is to ensure that all eligible migratory youth are identified and provided with services to help reduce the impact of educational disruptions that result from repeated moves. LEAs must submit the Title I, Part C LEA Affirmation of Participation form with the Title Grants Pre-Application to receive Title funds for the 2024-2025 school year. This form asks LEAs to identify a district Migrant point-of-contact. IDOE suggests that the English Learners program administrator, McKinney-Vento liaison, or other internal staff responsible for the administration of Title funds and programs to serve in this role.
